Nursing in Germany from the UAE: which route applies to you?

Two routes into German nursing: train there from scratch, or get an existing qualification recognised. How to tell which one applies to you.

Germany needs nurses, and it has become far more open about recruiting them from outside Europe. But there are two completely different ways in, and most guides blur them together. One is for people who are already qualified nurses. The other is for people who are not. They involve different applications, different visas and different timelines, and starting down the wrong one costs months. This page is about telling them apart.

If you already hold a nursing degree or diploma, you almost certainly want the second column. If you do not, the first is your route in.

02What Anerkennung actually involves

Nursing is a regulated profession in Germany. Until full professional recognition is granted you cannot work under the protected nursing professional title. Depending on your residence route, your employer and your circumstances, you may be able to work in an assistant or auxiliary role such as a Pflegehilfskraft, with lower pay and narrower responsibilities — under a recognition partnership, for example, only assistant work is permitted until recognition is complete. That is not an automatic right for every unrecognised nurse, so confirm what your own route allows.

The application goes to the authority in the German state where you intend to work, not to a national body. That matters: states run the process independently, and requirements and waiting times differ between them. The authority compares your training against the German standard and issues one of two outcomes — full equivalence, and you proceed to licensing, or partial recognition, where gaps are identified and closed through one of two compensatory measures.

It is not the full state examination taken at the end of German nursing Ausbildung.

Which one you take depends partly on the authority and partly on you. The adaptation period lets you earn while you complete it. The examination is generally quicker for someone confident in their clinical knowledge.

03The language requirement, and what changed in 2024

For full professional registration, German at B2 level is the standard requirement. This is not a visa formality — it is the working standard for a nurse who has to take a handover, read a chart and speak to a patient's family.

The recognition partnership

Since 1 March 2024 Germany has operated the Anerkennungspartnerschaft, a residence route under section 16d(3) of the Residence Act, not limited to particular nationalities. With a qualifying foreign nursing qualification recognised where you obtained it, a concrete German job offer and a written recognition-partnership agreement, you can enter Germany, work with that employer and complete the recognition procedure after arrival. The residence route generally requires at least A2 German — that is the immigration threshold only; B2 is still normally required for full professional recognition.

04What Ausbildung involves instead

If you are not yet a nurse, Ausbildung is the German system's own way of producing one. It runs about three years, alternates classroom teaching with placements in hospitals and care homes, and — unlike a degree in most countries — you are paid a training salary throughout. You finish with the German qualification itself, which removes the recognition question entirely, because you trained there.

Entry normally requires a school leaving certificate that Germany accepts, German at a level set by the training provider, and a training contract with a hospital or care provider before you apply for the visa. That contract is the step that takes the longest to arrange from abroad.

05Three things to check before you commit

  • Which German state. Recognition is a state matter, and where you want to work determines which authority handles your file.
  • Whether your qualification is a degree or a diploma. Both can be recognised, but the assessment compares content and hours against the German curriculum, not the title of your award.
  • What your documents will need. Certified translations, attested transcripts, proof of clinical hours and often a syllabus breakdown — for UAE residents that usually means attestation before anything leaves the country.

The honest summary is that Anerkennung is a licensing process and Ausbildung is an education one. If you are already a nurse, most of your work is administrative and linguistic. If you are not, you are applying to train, and the training contract is the thing to solve first. Separate the two timeframes. The competent authority is generally required to decide within four months of holding a complete set of documents. The end-to-end journey is different: reaching B2, preparing and translating documents, and completing any compensatory measure can extend it considerably. The document preparation is the part you control, and it is usually where the avoidable delay sits.
